It seems that local and state governments are using the police and courts to indirectly tax us through excessive penalties for minor infractions.  Examples:  $250 cost for a registration lapse, $300 for a seatbelt infraction, a friend with a $450 cost associated with a speed trap (going 37 in a 25-mph zone). Hold drivers accountable but the revenue being generated seems more like a backdoor tax than a fair penalty for minor traffic violations. These agencies are finding ways to fund their departments in ways that undermine respect for the system.
